Data sovereignty challenge: A strategic shift back to local storage

After years of the Public Cloud boom, enterprises are facing a critical infrastructure restructuring. Prioritizing local data storage is no longer merely a technical decision, it has evolved into a vital matter of sovereignty and strategic security.
Concerns over "extraterritorial" legislation
In the era of digital transformation, Public Cloud was once the gold standard due to its inherent flexibility. However, complex developments in international law have raised a challenging question: Where is the data truly stored, and who possesses the right to access it?
In practice, certain nations can mandate access to data managed by companies under their jurisdiction, even if the physical servers are located abroad. Maxime Hutrel, Product Manager at OVHcloud, emphasizes that this risk is no longer theoretical but a tangible threat. This reality forces organizations handling sensitive information to completely re-evaluate their infrastructure architecture to prevent interference from foreign entities.
Local storage: Reclaiming control
In response to these uncertainties, solutions such as NAS, SAN, and On-premise infrastructure are regaining their central role. Alexandra Bejan, Marketing Director at Synology, asserts: “Ensuring absolute control and sovereignty through local storage is crucial. You know exactly where your data is at all times.”
Local storage allows enterprises to proactively manage access rights, mitigate risks associated with foreign legal rulings, and better meet compliance requirements. However, this does not signal the end of the Cloud. Instead, a Hybrid Cloud model is emerging: critical data is kept strictly in-house, while routine tasks continue to leverage the cloud for performance efficiency.
Pressure from new regulations
This migration wave is further propelled by stringent regulatory frameworks from the European Union, such as the NIS2 directive, DORA, and the Cyber Resilience Act (CRA). These mandates set higher standards for resilience and risk management.
According to Maxime Hutrel, businesses must ask themselves strategic questions: “Do we belong to a critical industry? Is the data highly valuable? And is it acceptable for a foreign power to potentially access this data?” If the answer is "No," then reverting to internal infrastructure or Sovereign Cloud becomes a mandatory roadmap.
Economic efficiency and technological autonomy
A common misconception is that building private infrastructure or utilizing Sovereign Clouds is more costly. However, data from OVHcloud indicates that autonomous solutions often result in significant cost savings compared to total dependence on Public Cloud models from American hyperscalers.
Beyond financial considerations, the market is witnessing a surge in "technological autonomy." An increasing number of enterprises are reluctant to depend on geopolitical superpowers, opting instead for regional technology ecosystems.
