Vietnam Cybersecurity Law 2025: Building trust and sustainability in Vietnam’s digital space

In the context of strong digital transformation, Vietnam currently faces great opportunities with over 85 million internet users and approximately 7.7 billion connected devices. However, this explosion also brings digital shadows such as increasingly sophisticated high-tech crimes, personal data theft, and the rise of deepfake videos - AI technology used to forge images and voices.
To face these challenges, the Cybersecurity Law 2025 (effective from July 1st, 2026) is the strategic solution of the 15th National Assembly, establishing a safe, transparent, and sustainable digital ecosystem. Here are the landmark changes mentioned in this new regulatory framework.
Shift in thinking: proactive prevention instead of chasing incidents
One of the most breakthrough steps of the new law is the change in management methods. Instead of only focusing on remediation after incidents occur, the law emphasizes proactive prevention, early detection, and remote blocking of cybersecurity threats.
Previously, cybersecurity regulations were scattered across many different documents, causing overlaps. The Cybersecurity Law 2025 has unified everything into a modern legal framework, clearly defining responsibilities and coordination mechanisms between agencies and organizations.
Data protection and tightening management of AI and Deepfake
For the first time, data security is legalized as a core element. In the digital era, data is an asset. The law strictly prohibits illegal collection, trading, or transfer of personal information, while promoting more secure digital services for users.
Specifically, the law has quickly updated regulations on artificial intelligence (AI). The abuse of AI and Deepfake technology to distort information or commit illegal acts will be strictly handled. This step shows the sensitivity of the legislature to the constant changes of modern technology.
"Golden hours" in processing violating information
To prevent the spread of harmful information and online scams, the Cybersecurity Law 2025 establishes a specific responsibility mechanism for digital platforms:
Within 24 hours: intermediary service providers must remove or handle violating content after receiving a request.
Within 6 hours: this deadline is shortened to the maximum for emergency situations affecting national security.
This regulation helps protect the legitimate rights of individuals and organizations in cyberspace in the most timely manner.
Targeting vulnerable users and global integration
Beyond technical aspects, the law also focuses on protecting children, the elderly, and women - the most vulnerable groups online. Notably, Decision No. 468/QĐ-TTg on protecting and supporting children to interact creatively in cyberspace for the 2026 - 2030 period is a clear testament to this commitment.
Internationally, the issuance of the law confirms Vietnam as a responsible member. The content of the law is compatible with many provisions of the United Nations Convention against Cybercrime, creating favorable conditions for Vietnam to cooperate across borders in crime investigation and early warning information sharing.
Roadmap for the law to be implemented
To maximize the effectiveness of the Cybersecurity Law 2025, Captain Nguyen Tien Duc from the Cybersecurity and High-Tech Crime Prevention Department under the Ministry of Public Security emphasized five key tasks:
Complete detailed guiding documents before the law takes effect.
Promote propaganda and education on information security skills for people.
Invest in technical infrastructure and develop high-quality human resources.
Improve digital 'self-resistance' for the community, especially in remote areas.
Expand international cooperation to respond to transnational crime.
The Cybersecurity Law 2025 is not a limit to development, but a foundation for building a safe and reliable digital future. However, a safe ecosystem can only exist with responsible 'digital citizens'. Updating knowledge and complying with legal regulations is now not just an obligation, but a vital skill helping individuals, developers, and businesses stand firm against all technological challenges.
