Artificial Intelligence: The "golden key" to building digital infrastructure and cybersecurity for Vietnam's Digital Government

Vietnam is entering an acceleration phase in its national digital transformation process, with the core objective of successfully building a Digital Government. In this new era, data has become an invaluable resource. However, the explosion in data volume and the frequency of electronic transactions pose immense challenges to infrastructure capacity and cybersecurity. To tackle this complex problem, Artificial Intelligence (AI) is emerging as a groundbreaking solution, not only supporting smart network management but also establishing a robust proactive defense mechanism.

Solving network congestion with Artificial Intelligence

One of the largest limitations of current online public service portals is localized overloading during peak periods (such as tax filings or academic admissions). Infrastructure fragmentation and a lack of synchronization across ministries, sectors, and localities lead to inefficient resource allocation.

To overcome this, AI is applied to shift the management approach from reactive to proactive. By analyzing millions of logs and access histories, advanced machine learning algorithms can forecast traffic surges 1–2 days in advance with high accuracy. As a result, the system automatically allocates bandwidth and intelligently reroutes data flows, ensuring public services run smoothly while fundamentally eliminating infrastructure "siloing."

Building "green" supercomputers for Digital Government

Processing large-scale data (such as population and healthcare data) requires infrastructure systems to be upgraded to High-Performance Computing (HPC) standards, which comes with enormous energy costs.

AI once again demonstrates its power when integrated into resource management for these supercomputers. Artificial intelligence automatically categorizes tasks, scheduling non-urgent workloads (such as statistical analysis and historical data processing) during off-peak hours. Simultaneously, AI continuously monitors and adjusts cooling systems, placing idle servers into a deep sleep state to conserve energy. This solution not only optimizes performance but also contributes to realizing the goal of developing green and sustainable digital infrastructure.

Shifting from passive defense to a proactive "shield"

National data is always a top target for cyberattacks. Traditional defense methods – reacting only when known malware is detected – have proven ineffective against increasingly sophisticated and constantly evolving malware.

The application of AI represents a turning point in cybersecurity strategy. Instead of waiting, AI establishes a "baseline behavioral map" for the entire system, logging all usage patterns and internal data flows. Any anomalous activity – from unusual system scans to off-hours data access – is immediately detected and blocked by AI in real time. This proactive defense mechanism (Zero Trust) helps maximize protection for critical databases against potential threats.

In summary, applying Artificial Intelligence in building digital infrastructure and security is not merely a technological solution, but an essential foundation for safeguarding digital sovereignty and realizing the goal of a modern Digital Government in Vietnam.
